Park and Recreation Board

 

The Ellettsville Parks and Recreation Board met on Tuesday, August 6, 2002 at the Ellettsville Town Hall.

 

Members present were Darlyne Sowder, President, Edwin Macatangay, Vice President, L. D. Axsom, and Art Moynihan, Secretary.

Darlyne Sowder, President, called the meeting to order at 7:03 p.m.

 

Minutes

 

L. D. Axsom motioned to accept the June 4, 2002 minutes. Art Moynihan seconded the motion. Motion carried 4-0.

Old Business

 

Five-Year Master Plan

Dave Sorokoty and Deborah Hudson were not able to attend tonight’s meeting. Discussion of the 5-year plan will be deferred to the next meeting.

 

Skate Park

Darlyne updated the Board on her visit and photos of the Louisville Skate Park. It appears that the rules we have developed are very similar to those in place at Louisville. The Board noted the expansive size and apparent cost of the Louisville Park as well.

 

Darlyne reported that the Town Council has its first reading of Ordinance 02-13 making it a class E ordinance violation and subject to fine as specified in the Ellettsville Town Code. Art Moynihan motioned, and Edwin Macatangay seconded to recommend passage of this ordinance to the Town Council. Motion carried 4-0.

 

As well, the Parks Board believes it is important for the Town Council to adopt an Ordinance prohibiting skating on public streets/sidewalks. The Parks Board believes that child safety is the key issue in creating these Ordinances. 

 

Skate Park Safety and Maintenance Program

The Parks Board held a discussion of the contents of the Skate Park Safety and Maintenance Program and acknowledged the efforts of Deborah Hudson in the preparation of the document.  The Board is not certain that a Safety Team is necessary, in that a review of the park inspections could be done by the Board at its regularly scheduled meetings. In addition, clarification of policy purpose[s] for some sections needs to be discussed. The Board deferred further discussion until Deborah can attend to discuss these details with the Board.

 

The Board discussed the need to begin future planning for the Skate Park as soon as possible so that any plans can be implemented for Spring 2003. Art Moynihan motioned to create an Advisory Committee of three people with interest in the park. The Advisory Committee will have the specific task of developing future plans for the Skate Park and completing its work by the Parks Board December 3, 2002 meeting so the Board can take appropriate action in time for Spring 2003. Edwin Macatangay seconded the motion. Motion passed 4-0.

 

The Ellettsville Journal will include an invitation to participate in an upcoming article so residents are aware of this opportunity to serve. Given Kathy Cerajeski’s prior interest in the Skate Park, the Board will send a letter directly to her to see if she still holds interest in serving on an Advisory Committee.

 

 

Wishing Well Nature Park (WWNP)

Dave Sorokoty reported via Darlyne that he discussed the property boundaries at the WWNP with Mr. Harman. Mr. Harman is willing to consider a cooperative solution if Mr. Ridge (adjacent landowner) agrees.  We do not have the details of what Mr. Harman proposes as a cooperative solution at this time, but Dave Sorokoty has agreed to follow through with Mr. Ridge in an attempt to conclude this issue. 

 

We had previously discussed the use of the abandoned utility poles coming out due to the Town of Ellettsville putting utilities underground. It was our hope that it might be possible to recycle the poles for use in constructing a board walk over the area of the WWNP that is typically wet. Darlyne consulted with Monroe County Parks Dept. and learned that because of the possible use of creosote this is not possible. The Board discussed the ability to spray the trails in the northeast section of the park to hold down the growth on the trail. Art reported that he contacted Jim Ragle and we can get a 55-gallon drum of a “Round-Up” type product to spray the vegetation. The Board discussed whether is was wise for us to have a group such as the Boy Scouts apply these chemicals. Given the season, if we are going to spray, we need to get it done this month while the plants continue to grow. Spraying while they are dormant [Autumn] will prove useless. Edwin Macatangay motioned, to authorize L. D. Axsom to secure estimates to hire a lawn care company to spray the trails that were previously marked at WWNP and authorize up to $500.00 to get a four (4) foot wide trail sprayed as soon as possible. Art Moynihan seconded the motion. Motion carried 4-0.

 

 

New Business

Budget 2003

Darlyne shared copies of the proposed Parks Board budget for 2003 and noted changes for the Board’s consideration and review. Darlyne understands that the Town Council is prepared to pass the budget as stated, unless the Parks Board has any objection. Art Moynihan motioned and Edwin Macatangay seconded to approve the proposed budget for 2003. Motion passed 4-0.

 

The Board asked for clarification of how the budget is actually developed. We are unclear because some understand the Parks budget to be a revenue-based budget as a separate assessment to property taxes. Darlyne agreed to consult with Sandy Hash in order for us to gain a better understanding of the Parks revenue sources.

 

 

Other

Darlyne asked Jeff Frownfelter if he would agree to serve on the Parks Board. Jeff asked questions of the Board as to procedure and general items, and agreed to have Darlyne submit his name to the Town Council for a Parks Board position.

 

The next meeting of the Parks Board will be 7:00 p.m., Tuesday, September 3, 2002, at the Town Hall.

Art Moynihan made a motion to adjourn the meeting. Edwin Macatangay seconded the motion. Motion passed 4-0 and the meeting adjourned at 10:09 p.m.
