The Ellettsville, Indiana, Town Council met in regular session at 7:30 p.m., Monday, December 14, 1998. Members present were Michael Cornman, President, Geraldine McIntyre, Vice President, Donald Ashley, Gina Hawkins, and Patrick Stoffers. Mr. Cornman called the meeting to order.Donald Ashley gave the prayer.

 

OPEN BIDS FOR NEW FIRE TRUCK:

 

Mike Spencer opened the following bids for the new fire truck.

Mike Cornman recommended to the Council that we take these 2 bids for the fire apparatus under advisement.Geraldine McIntyre so moved.Donald Ashley seconded.Motion passed 5-0.

 

Mike Cornman made an adjustment to the agenda.On the agenda towards the end there is a think about personnel.There will be know discussion on personnel tonight at this meeting.

PETITION TO VACATE A PORTION OF PAUL STREET:

 

Mike Carmon was present representing Don Cowden who owns the Village Inn restaurant and motel.Wayne and Betty Copper bought that property in 1971 and Don bought in on contract from them in 1984.He doesnít know how long the building has been there but he can tell you that as far as he can tell from Betty he doesnít think she ever knew she ---- never realized that much of what he believes is the parking lot back there is a portion of Paul Street.This surfaced here recently with the State in their project of 46 trying to realign things.Their plans call for not only for the town to open up Paul Street along there.This causes to major concern for Don.One is the loss of parking and the other is how close what becomes a through road is to the front door of the restaurant.There was more discussion on this matter.The reason to request dedication of that is because Don canít control what the State does with that at all as long as it is a public way.If it get vacated it gives them a position trying to work with the State to try and get them to move any plans to cut from Temperance to Vine Street down toward Park Street.They are going to be redoing that intersection any way.Why they want to do a design with a street cutting through within a 100 feet of a stoplight.There was more discussion on this.

 

Mike Cornman said the reason we are going to ask to table this until at least the next meeting is to give a chance for INDOT, they did ask him almost 2 weeks ago they want to sit down and make sure everything is in line.He doesnít think any of the Council members here even remotely object to this at all.

 

ORDINANCE 98-30 AN ORDINANCE TO CREATE A SEPARATE FUND FOR THE

Gina Hawkins read Ordinance 98-30.Diana talked to State Board of accounts because of the cars going back and we still had the money to equip them.We had to put it in some kind of fund

Mike Cornman recommends to the Council that we submit Ordinance 98-30 for a first reading.Gina Hawkins so moved.Donald Ashley seconded.Motion passed 5-0.

 

ORDINANCE 98-31 AN ORDINANCE TO CREATE A SEPARATE FUND FOR THE

†††††††††††††††††††††††††††††††††† ELLETTSVILLE POLICE DEPARTMENT FOR DARE:

 

Gina Hawkins read Ordinance 98-31.Diana informed the Council that they are getting donations to that and Office Humphrey needs access to buy like color book or something to help promote the DARE program.

 

Mike Cornman recommended to the Council that Ordinance 98-31 be submitted for first reading.Geraldine McIntyre so moved.Gina Hawkins seconded.Motion passed 5-0.

 

RESOLUTION 17-98 TRANSFER OF FUNDS:

 

Mike Cornman read Resolution 17-98.Mike recommended to the Council we approve Resolution 17-98.Geraldine McIntyre so moved.Gina Hawkins seconded.Motion passed 5-0.

 

DISCUSS ANOTHER 10 MIN PARKING SPACE ACROSS FROM POST OFFICE:

 

Mike Cornman said it was brought to his attention by both the Post Office and a local businessperson that we add at least one more 10-min. parking space across from the Post Office.

 

Jim Ragle said we use to have 2 and when the put the drive in they lost one parking space there.Jim said they have an Ordinance, so many parking spaces up through there.Jim Ragle said we have an Ordinance and he doesnít know if we just need to change to Ordinance.There was more discussion on this.

 

Mike wants Jim Ragle and Mike Spencer to get something together for an Ordinance.

 

PERSONNEL:

UTILITY DEPARTMENT:

 

Mike Farmer wanted to wish everybody a Merry Christmas.He wants to thank the Utilities Employees for working with him so well this year of transition.

 

POLICE DEPARTMENT:

 

Ron McGlocklin wanted to let the Council know that they had enough money to carry that they got a new computer program to update their system.

 

COUNCIL:

 

Don Ashley wished everybody a Merry Christmas and thanks the employees of the Town and he hopes they have a Merry Christmas.

 

Geraldine wants to wish all the employees Happy Holidays.

 

Mike Cornman thanked the Town Council members, Department Heads, had a pretty good year and done a lot of work.He wants to thank the Town Council and Department heads and everybody else in the room for all the heart felt words on the passing of his brother this pass week and he appreciates it very much on behalf of the family thank you.
