December 28, 1998
The Ellettsville, Indiana, Town Council met in regular session at 7:30 p.m., Monday, December 28, 1998.† Members present were Michael Cornman, President, Geraldine McIntyre, Vice President, Donald Ashley, and Patrick Stoffers. Mr. Cornman called the meeting to order.† Donald Ashley gave the prayer, which was followed by the Pledge of Allegiance.
AWARD BID FOR NEW FIRE TRUCK:
Jim Davis went over papers he gave the Council.† He said the first page was a justification on how they came to the conclusion of the manufacturer to purchase the truck from which was Pierce Manufacturing.† They had 2 bids, 3 companies picked up the specifications and 2 companies bid.† It is self explanatory on the first page and when they factored back in some of the stuff that this one company did not bid it brought the cost up and they werenít as cheap as what it looked like on paper.† There were several items they did not print on here.† There is probably 30 some exceptions they took to the bid which would have run the difference up even more so they didnít list them all when they got higher than the other company they stopped.† The next page is the contract between the Town and the Township with all the terms and conditions, it is very similar to the one we signed 8 years ago to purchase a fire truck.† Mike Spencer has reviewed it and had a couple changes and those changes have been put into the contract.† The supplement part A is how they came to the conclusion with the approval of the Township, how the cost of the truck would be divided up.† Take the assessed value of both the town and the township combine and divided it by 100 and multiplied it times the rate it would take to pay the truck off.† It was to be paid off in one year which obviously it wonít be which gave us a factor to use.† Then they took it over a 5-year period and factored in the interest.† You can see the portion the Township will pay and the portion the town will pay including interest on this page.† The next page was an ammurazation of the Cumulative Building and Equipment Fund, which is the townís portion the money will come from.† Jim went over this with the Council.† The next page is the contract with Pierce Manufacturing.† This was also forwarded to Mike Spencer, he has seen it and called and asked a couple questions.† They clarified those and other than that he didnít have a problem with the contract.† The final pages, they requested quotes from lending institutions, 4 local and 1 out of town, it quotes interest rates and semi annual payments.† The agreement between the Town and the Township and the Township has already signed it.
Jim told the Council they need to accept the contract between the Town and the Township.† Then he guesses accept the bid from†††††††††††††††††††† and then accept the financing.
Mike Cornman asked is there a motion from the Council to sign the agreement for the fire truck purchase with Richland Township.† Geraldine McIntyre made a motion that we sign the agreement with Richland Township for the purchase of the fire truck.† Donald Ashley seconded.† Motion passed 4-0.
Mike Cornman said based on the chiefís recommendation, he recommends to the Council we award bid for the new fire truck to Pierce Manufacturing Company Midwest Fire and Safety.† Geraldine McIntyre so moved.† Donald Ashley seconded.† Motion passed 4-0.
Mike Cornman said now we come to the financing part.
Jim Davis said as I stated there were 5 companies and this will be a lease purchase from anyone of these lending institutions.† You have copies of their rates and payments.† His recommendation is there are 2 companies that have cheaper interest rates than the others, and cheaper biannual payments than the other 3.† He has a couple questions with both of those and he would request that the Council give himself and Diana permission to ask the questions of these 2 lending institutions and then take the cheaper of the 2.† The cheaper interest rate and the cheaper biannual payments and we go with one of those 2.
Mike Cornman asked is there a motion to that effect?† Donald Ashley so moved.† Geraldine McIntyre seconded.† Jim Davis asked if they need to name those 2?† Mike Cornman said I think so.† Jim said Monroe County Bank and ONB Bank.† Motion passed 4-0.
Jay Humphrey of the Ellettsville Police said he would like to make a few short comments about Chief Bartlett being off about 2 Ĺ months.† He feels that Captain McGlocklin has really done a tremendous job the last 2 Ĺ months in the department.† As for as scheduling there has been some difficulty with Chief Bartletts absents.† He just wants to let Ron know and the Board know what a good job Ron has done.† He has done a great job.† He thinks Ron has given back 9 vacation days to be transferred to 1999.† He doesnít think there has hardly been a day gone by that Ron hasnít come by the station or sees how the guys are doing or what ever.† It shows a lot of dedication on Ronís part.

Mike Cornman said after talking with Rick Coppock and the Indiana Department of Transportation they want to set a meeting.† The petitioner, Don Cowden through his Attorney Michael Carmon have been notified.† This will be tabled.

Ron McGlocklin gave the Council the annual report for what the police have done for 1998.† There will be a copy given to the Journal.
