The Ellettsville, Indiana, Town Council met for a regular meeting on Monday, June 13, 2016, at the Fire Department Training and Conference Room.  Scott Oldham called the meeting to order at 6:30 p.m.  Kevin Farris led the Pledge of Allegiance followed with a prayer by Sandra Hash.

 

Roll Call:  Members present were Scott Oldham, President; Kevin Farris and Brian Mobley.  Dianna S. Bastin and Scott Thomas were absent.  Sandra Hash, Clerk-Treasurer; Darla Brown, Town Attorney; Rick Coppock, Bynum Fanyo and Associates, Town Engineer; and Jim Davis, Town Manager, were also present. 

 

Supervisors present were:  Mike Cornman, Danny Stalcup, Mike Farmer and Jeff Farmer.   Denise Line represented the Planning Department and Chief Deputy Jay Humphrey represented the Police Department.

 

Approval of Minutes

 

Scott Oldham entertained a motion for approval of the minutes for the regular meeting on May 23, 2016.  Kevin Farris so moved.  Brian Mobley seconded.  Motion carried.

 

Accounts Payable Vouchers

 

Scott Oldham entertained a motion for action to pay Accounts Payable Vouchers. 

 

Brian Mobley had questions on claims which were answered by the supervisors.

Resolutions

 

Resolution 14-2016 Additional Appropriation – LOIT Special Distribution for Roads and Alleyways

 

Sandra Hash, Clerk-Treasurer, explained this resolution gives the Town permission to spend the money from the COIT decrease being held by the state.  Mr. Oldham asked if the money is specifically designated for roads and streets for repairs and upgrades.  Ms. Hash answered yes. 

 

Scott Oldham entertained a motion to adopt Resolution 14-2016 Additional Appropriation for LOIT Special Distribution for Roads and Alleyways.  Kevin Farris made a motion to adopt Resolution 14-2016 Additional Appropriation for LOIT Special Distribution for Roads and Alleyways.  Brian Mobley seconded.  Roll call vote:  Scott Oldham – yes; Kevin Farris – yes; and Brian Mobley – yes. Resolution 15-2016 Transfer of Funds

 

Sandra Hash, Clerk-Treasurer, explained this resolution is for the purchase of three notebooks for Town Council.

 

Scott Oldham entertained a motion to transfer funds, Resolution 15-2016.  Brian Mobley made a motion to transfer funds, Resolution 15-2016.  Scott Oldham seconded.  Roll call vote:  Scott Oldham – yes; Kevin Farris – yes; and Brian Mobley – yes. Motion carried 3-0.

 

Ordinances on First Reading

 

Ordinance 2016-08 Establishing Rates and Charges for the use of and Services Rendered by the Water Works System of the Town of Ellettsville, Indiana, and Repealing all Ordinances and Parts of Ordinances in Conflict Herewith

 

Darla Brown, Town Attorney, explained last April the Indiana Utilities Regulatory Commission (“IURC”) granted the Town’s petition to increase its rates and charges and to bond for the new waterline.  As of April, the new rates and charges were available on the IURC website.  It is not necessary that this be passed for the bond closing to take place on Wednesday but it is on the agenda to solidify the new rates.  The rates are less than what was requested by the Town.  The tariff is available on the IURC website under Cause No. 44670 and the ordinance is on the Town’s website. 

 

New Business

 

Police Reserve – Brandon Wright

 

Chief Deputy Jay Humphrey requested approval for Brandon Wright to be a Reserve Deputy Marshal with the Police Department.  Mr. Wright passed the background check and he will make a fine officer for the department.  Mr. Mobley worked with Mr. Wright in French Lick and thinks he is well qualified.

 

Scott Oldham entertained a motion to accept Chief Deputy Humphrey’s nomination of Brandon Wright for reserve.  Brian Mobley made a motion to accept Chief Deputy Humphrey’s nomination of Brandon Wright for reserve.  Kevin Farris seconded.  Roll call vote:  Scott Oldham – yes; Kevin Farris – yes; and Brian Mobley – yes. Motion carried 3-0.

 

Sandra Hash administered the Oath of Office to Mr. Wright.

 

Utility Department – Replacement of Temporary Full Time Laborer II

 

Mike Farmer, Ellettsville Utilities, hired a temporary laborer and due to circumstances beyond their control he is no longer an employee.  Both he and Jim Davis interviewed Tim Cunningham and he is requesting approval to hire him for this position.  The pay rate is $14.00 an hour.  Mr. Cunningham is in the process of getting his CDL and needs to complete the physical and written test.

 

Scott Oldham entertained a motion to approve hiring Mr. Cunningham as a Temporary Full Time Laborer II.  Kevin Farris made a motion to approve hiring Mr. Cunningham as a Temporary Full Time Laborer II.  Brian Mobley seconded.  Roll call vote:  Scott Oldham – yes; Kevin Farris – yes; and Brian Mobley – yes. Motion carried 3-0.

 

Street Department – Replacement of Full Time Laborer

 

Danny Stalcup, Street Commissioner, wants to fill the full time position in the Street Department and is requesting Jay Humphrey, Jr. be moved from part-time to full time.  The rate of pay is $16.89 an hour.

 

Scott Oldham entertained that the Street Department hire a full time replacement laborer, Mr. Humphrey.  Kevin Farris made a motion that the Street Department hire a full time replacement laborer, Mr. Humphrey.  Brian Mobley seconded.  Roll call vote:  Scott Oldham – yes; Kevin Farris – yes; and Brian Mobley – yes. Motion carried 3-0.

 

Council Comments

 

Scott Oldham, on behalf of the Town of Ellettsville, expressed condolences to those in Orlando suffering through this tragedy and wishes them the best as they go through the grieving process.

 

Town Manager Comments

 

Jim Davis, Town Manager, advised he and Rick Coppock are meeting with the General Contractor every two weeks to review and answer questions.  Mr. Farris asked the name of the supervisor for Neidigh Construction.  Mr. Davis answered it is Dave Neidigh.

 

Privilege of the Floor

 

Mike Farmer announced all of the finishing touches are in place for the Heritage Trail (“Trail”).  The opening is on Saturday, June 18, 2016, at 5:00 p.m. and the ribbon cutting is at 6:00 p.m.  The Boys and Girls Club will have a sweet treats event in conjunction with the opening of the Trail.  There will also be entertainment and classic cars on display.

 

Fire Chief Mike Cornman announced the Ellettsville Volunteer Fire Department is in its 20th year of hosting fireworks at the Richland Bean Blossom School Corporation facility beginning at dusk on Monday, July 4, 2016.  The fireworks are made possible from donations.
