The Ellettsville, Indiana, Town Council met in regular session at 7:00 p.m., Monday, October 27, 1997. Members present were Michael Cornman, President, Geraldine McIntyre, Vice President, Donald Ashley, Patrick Stoffers and Gina Hawkins. Mr. Cornman called the meeting to order.  Donald Ashley gave the prayer.

 

7:00 P.M. OPEN BIDS FOR SEWER DEPARTMENT:

 

Mike Spencer opened the following bids.

            We do meet the intent of the specification in every way.

            Page 2: No 6” side mounted drain.  5” drain can be used to drain off excess

                         liquids.  25’ of extra 5” hose will be provided.

            Page 3: Auxiliary engine gauges are mounted on street side of unit.  Engine

                        is protected with low oil, high temperature shutdown systems.

           

                        Only one pipe storage rack is required to carry the specified 20” of

                        pipe.  It will be mounted on the rear door.

            Page 5: Vacuum fan will be constructed of welded Corten steel.  Fan is

                        warranted for 5 years.

            Page 6: Housing is isolated mounted on two bearings.  Comply in all other

                        respects.

            Page 8: We will supply the industry standard type hose.  This hose is easily

                        accessible and you are not locked in to a single source supplier.

Mike Spencer said that is all the bids. 

 

Mike Cornman asked if they need to make a decision on the ones that are in question.  Mike Spencer said given the state of the notice, that we need to take it under advisement and he is going to have to research that issue.

 

Mike Cornman said we are taking all bids under advisement so he can check on those things we just mentioned.  We need to get with our people, Bynum Fanyo Utilities to go through the bids.  We will put it on the agenda for the next Council meeting.  We are using State Revolving Funds and may not make a decision and may have to go another 2 weeks.

 

Mike Cornman said he makes a suggestion we take these bids under advisement.  Gina Hawkins said make a motion.  Geraldine McIntyre seconded.  Motion passed 5-0.

MINUTES AND CLAIMS:

 

Geraldine McIntyre made the motion that we approve the minutes and claims, excluding one claim 10039C, to be investigated.  Gina Hawkins seconded.  Motion passed 5-0.

 

OLD BUSINESS:

 

ORDINANCE 97-12-ADDITIONAL APPROPRIATION-2ND READING:

 

Gina Hawkins read Ordinance 97-12.  Mike Cornman said is there a motion to approve this for second reading.  Geraldine McIntyre so moved.  Patrick Stoffers seconded.  Motion passed 4-0, with Mike Cornman abstaining.

 

WATER TANK:

ORDINANCE 97-14-ORDINANCE TO AMEND CHAPTER 200-40 OF THE

                                   ELLETTSVILLE TOWN CODE:  2ND READING

 

Gina Hawkins read Ordinance 97-14.  Mike Cornman asked if there is a motion to approve Ordinance 97-14?  Geraldine McIntyre so moved.  Gina Hawkins seconded.  Motion passed 5-0.

 

DISCUSS DEMOLATION OF OLD SEWER PLANT:

 

George Webb said that Jim Ragle has been tearing down the old sand-----building down.

George said it is going to be a lengthy process.

 

NEW BUSINESS:

 

HIDDEN FOREST-WATER CAPACITY LETTER-DAVID WRIGHT:

 

David Wright said he brought two sets of preliminary plans, he his adding 9 lots.  Actually 6 of these lots were already platted on a preliminary plat in 1991.  He is doing almost all the building in the addition.  Time elapsed and he has to go through preliminary again on 6 of those lots and he is adding 3, makes a total of 9.  Water lines are all in place.  They were installed the summer of 1992.  He needs a letter as to the capacity and the capability of the Town to provide water to those 9 lots.

 

Mike Cornman asked him what is the effective date?  David Wright said he needs something by November 5th.

 

Mike Cornman asked George if the town has a standard of how much water capacity we’re supposed to have?  We know what the ISO says we should have.  George said normally we get governed by the power rating  by ISO.

 

Mike Cornman said the ISO says that we should have 24 hour reserve capacity of our daily use, our daily use is almost eight hundred thousand.  We only have three hundred thousand gallons in reserve.  Working out a public private partnership with Cook, we are putting up the new water tank.  It will be substantially complete by December 8th .  The question he has for the Council being he has to have his requirement for the Monroe County Plan Commission. 

 

Mr. Wright said they wouldn’t be doing any construction on the houses themselves until April or May.

 

Mike Spencer said why don’t you say the water capacity will be available by May.

There was more discussion.

 

Mr. Wright said you have already approved 6 of these and he has a letter.  We are really talking about an additional 3.  At the time he connected the water line, an oversized water line.  An 8 inch water line into Craig Drive up to the Outback.  He has added capacity to the system by laying parallel line.

 

Gina Hawkins asked when does the water tank go on line?  Mike Cornman said it is suppose to be substantially complete by the 8th (December), according to our agreement.

There was more discussion.

 

Mike Cornman said what about a motion to the effect of approving this for the 3 additional lots for the water capacity, that water will be available after December 8th. Patrick Stoffers so moved.  Geraldine McIntyre seconded.  Motion passed 5-0.

 

Mike Cornman said they will give that to George, and a letter to the effect after December 8th.  Geraldine told Mr. Wright to come in and talk to Kay in the morning, she will be the one that writes the letter.

 

George said we can do the 6 previously approved plus 3 more.  Mr. Wright said that sounds good.

RESOLUTION 14-97-TRANSFER OF FUNDS:

 

Gina Hawkins read Resolution 14-97.  Mike Cornman asked is there a motion for Resolution 14-97.  Geraldine McIntyre so moved.  Patrick Stoffers seconded.  Motion passed 5-0.

 

ICE MILLER DONADIO & RYAN-WATERWORKS REVENUE BONDS

                                            OF 1997:

 

Mike Spencer said we have hired them to do the bond issue and they are letting you know their fee structure on that.  Mike Cornman said this is for information.

 

COMMENTS:

 

HALLOWEEN TRICK OR TREAT HOURS:

 

They will be Halloween night, Friday October 31st , from 6 to 9.  Only go to houses with lights on.

LAKEVIEW DRIVE:

 

George said on Lake View Drive, Forest View, the apartment complex.  Apparently we haven’t accepted the street right of ways or approved them as part of the towns right of way system.  Jerry Lane needs to hook-on to the sewer and that runs across Charlie Wright. 

 

The Council instructed George to review the Meadow Lands plans and determine if in fact our sewer line is in the easement and has it been accepted.
