The Ellettsville, Indiana, Town Council met in regular session at 7:30 p.m., Monday, September 27, 1999.Members present were Geraldine McIntyre, President, Michael Cornman, Patrick Stoffers and Donald Ashley. Ms. McIntyre called the meeting to order. Michael Cornman offered the prayer.Ms. McIntyre led the Pledge of Allegiance.

COMMENTS:

 

QUESTIONS ON ANNEXATION:

 

Jeff Shunn asked the Board the question;If, when, and the general time frame, and to what extent do you have plans on the table or drawing board for annexation of surrounding parts of Ellettsville?He referred to a map to show what parts he was curious about.

 

Ms. McIntyre answered, Yes, we do.Mike Cornman, myself, and Rick Coppock have spoken with the mayor of Bloomington about this.She then asked Mr. Coppock if he would like to explain this for him.

 

Mr Coppock answered,Since we have to get permission from Bloomington to annex within their three mile fringe, we worked that out, for the area around Lakeview Drive, all the way up to Union Valley Road, and looked at two different areas that that the town completes we can put into place certain items as far back as we plan along 46,and with some additional planning and help.If we could get planning help ,and form a planning committee, part time, then we can make decisions to allow us to annex an even greater area than we have talked about with Bloomington.Mr. Coppock also discussed annexing along McNeely, Perry Woods, Maple Woods up to Maple Grove Road, Lakeview, Forest View, and West Brook Downs.

 

Mike Cornman also explained part of this to the audience.

ORDINANCE to amend Chapter 441, 442, and 443 of the Ellettsville Town Code.

Ms. McIntyre asked, Do I hear a motion at this time.Town Board member Don Ashley so moved.Town board member Patrick Stoffers seconded.

DISCUSS GOVERNMENT CENTER:

 

Town Board President Geraldine McIntyre announced that the Town of Ellettsville had received a grant from the State of Indiana in the amount of $300,000.00 to apply for land and other uses for the Government Center.

 

Ms. McIntyre stated that she has set up a committee consisting of Don Ashley, Ms. McIntyre, Dan Reary, Rick Coppock, Kenny Williams, Frank Terkhorn, and all of the Department Heads to serve on that committee.

 

Ms. McIntyre stated that she would like to have a meeting with the committee in the next two weeks.

 

There was further discussion about the grant money and its usage.

 

 

HIGHWAY UTILITY AGREEMENT BETWEEN STATE AND ELLETTSVILLE

TRICK OR TREAT HOURS:

 

The annual Trick or Treat hours were set by the Town Council for Saturday, October 30th, 1999 between the hours of 7:00 P.M.-9:00 P.M.As Halloween falls on a Sunday this year, it was decided to have the Trick or Treat hours changed to Saturday as they had done in the past.It was also decided to Trick or Treat only at the homes that had their outside lights on.

 

PLANNING AND ZONING APPOINTMENT:

 

Town Board President Geraldine McIntyre appointed Mr. David Sorokoty to the Planning and Zoning Board.

 

 

SUPERVISORS:

 

Mike Farmer reported that the Utility department had had quite a few water main breaks in the past week, possibly seven in the last seven days.He also reported that they would be crossing Highway 46 Thursday morning, September 30.This will be just west of Union Valley Road on Highway 46, tentatively scheduled between the hours of 9:00 A.M. until 2:00 P.M..This will be the last crossing that we will have to make.If we donít do it on Thursday September 30th, we will do it the next morning.

 

Ron McGlocklin stated that he thought the Fall Festival went real well this year and he would like to thank the Fire Department for all of their help to us with the traffic, and also the streets and roads.

Ron also thanked the Reserves , they put in a lot of hours, they put in a total of 251 hours in three days and I would like to thank them for the good job they did also.

 

Harry Bowen:Introduced three new reserve officers that were voted into the reserve unit, Tom Woodward, Chuck Vandeventer, and Steven Holdaway.They have all completed the pre-basic requirements.Tom will be listed as EV21, Chuck as EV22, and Steven as EV27.

 

COMMENTS:

Town Board member Mike Cornman stated that Indiana law changes, and the town shall designate the number of Deputy Marshals that we can have, and we probably need to check into and make sure that we are in compliance, and get with Harry and Ron on how many we can have and the reasoning for the state law, and so on.

 

Town Board president Geraldine McIntyre stated that when the Reserve Department was first formed, Past Town Board President Herb Ray said that he didnít want more than 16 to 20 Reserve Officers, and she doesnít know whether that was ever changed or not.

 

There was further discussion on this matter.

 

There was a comment from Jeanna Kapczynski that was inaudible.

 

Darlene Sowder:Discussion of Ground Breaking Ceremonies for Highway 46 this week.

 

Ron McGlocklin:Discussed the new method of dispatch for the Police Department.The telephone number will remain the same, 876-2272 but it will go to the Bloomington Central Dispatch rather than ;going directly to the Ellettsville Police Station .This is one more improvement for the Police Department.He also discussed working with Smithville Telephone for a voice-mail system for the town.

 

Geraldine McIntyre:I would like to thank all of our employees who worked with the Fall Festival.They did a very good job, and I think that we had a wonderful festival this year.
