December 11, 2000

The Ellettsville, Indiana, Town Council met in regular session at 7:30 PM, Monday, December 11, 2000. Members present were Geraldine McIntyre, President; Jerry Pittsford, Vice President; Michael Cornman, David Drake, and David Sorokoty. Geraldine McIntyre called the meeting to order. Mike Cornman led the Pledge of Allegiance. Jerry Pittsford gave the prayer.

PUBLIC COMMENTS

Jeff Farmer a member of the Southern Indiana Operators Association since 1982 announced the acceptance of a plaque for the 2000 Plant of the Year Award from the Southern Indiana Operators Association, on behalf of the entire community. Jeff commended former and current Town Council members as well as the two plant operators Jeff Ping and Garrett Towell for making the Waste Water Treatment Plant operate at a high level of excellence, since itís opening in 1997. The plant is operating environmentally safe and we were nominated for two years running for the EPA Award.

Ordinance 00-19: an ordinance concerning the annexation of adjacent and contiguous territory of the Ellettsville Town Code: High School and Junior High School Property

Jerry Pittsford read the ordinance by title. David Sorokoty made the motion to accept the Ordinance 00-19. David Drake seconded the motion, motion carried.

Ordinance 00-20: an ordinance concerning the annexation of adjacent and contiguous territory of the Ellettsville Town Code: Elementary School Site

Jerry Pittsford read the ordinance by title. David Sorokoty made the motion to accept Ordinance 00-20. Mike Cornman seconded the motion, motion carried.

Ordinance 00-21: an ordinance concerning the annexation of adjacent and contiguous territory of the Ellettsville Town Code: Park Site-10 Acres

Jerry Pittsford read the ordinance by title. David Sorokoty made the motion to accept Ordinance 00-21. Mike Cornman seconded the motion, motion carried.

NEW BUSINESS

Town Marshal, Ron McGlocklin, request to appoint part-time Deputy Marshal. He has posted and ran advertisements in newspaper:

The Police department received eleven to twelve applications, which they narrowed down to two applicants. Dave Sorokoty reviewed Randal Jacobs application; he is currently working on a grant for the Monroe County Sheriff department and as Stinesville Marshall. William Bueckers has been in the Reserves for five years and would be paid minimum wage until he completes the academy. The police department currently has six full time, one part time and twelve active reserves. The budget is $11,000.00 for the year 2000 for part-time police officers. David Drake moved to accept Randy Jacobs for part-time police officer, Mike Cornman seconded, motion carried.

Municipal Tax Consulting and Management Agreement

An agreement to recover federal excise tax on fuel purchased at a gas station. IRS Excise Agent Phil Jones called Ellettsville Clerk-Treasurer after reading a newspaper article on recovering federal excise tax on fuel purchased by police officers. He informed Sandra Hash that this is a simple procedure, which she could do herself. He also offered her assistance if she should need it. The town will recover the cost of the federal excise tax from 1997, 1998 and 1999. David Sorokoty moved to not accept the agreement. David Drake seconded the motion. Motion carried.

Komputrol Support Agreement

An agreement for software support for the year 2001 for the Town of Ellettsville. Jerry Pittsford moved to accept the motion, David Drake seconded the motion, motion carried.

Ordinance 00-26 Fixing of salaries for budget year 2001:

David Sorokoty introduced Ordinance 00-26. This ordinance is for the purpose of setting the salaries of the employees and elected officials of the Town of Ellettsville for the General, Motor Vehicle, Water and Sewer (otherwise known as the utilities Department) Funds, for the budget year 2001. (December 29, 2000 through December 27, 2001). There was discussion of Steve Bartlettís salary, which will include a 4% increase upon his return to work.

Request Transfer of Vacation days to Sick days:

Fire Department employees Kevin Patton and James Davis request a transfer of vacation days to sick days. David Drake made a motion to accept the transfer of vacation days to sick days for Kevin Patton and James Davis. Jerry Pittsford seconded the motion. The motion carried with Mike Cornman abstaining.

Fire Contract Agreement with Richland Township:

Jim Davis explained it is the same agreement as in the past with a five percent increase. Changes made are to the date and amount. David Sorokoty made a motion to accept the fire agreement with Richland Township, David Drake seconded the motion, motion carried. Mike Cornman abstained.

Resolution 20-00 Transfer of Funds:

Jerry Pittsford read the ordinance by title. David Sorokoty motioned to accept the Resolution 20-00 Transfer of Funds, David Drake seconded the motion, motion carried.

Heritage Trail: Rick Coppock

Rick presented the grant application for the trail project. They applied for aT-21 grant of Transportation enhancement funds. Individual phases are more likely to be funded; therefore, Rick has broken this proposal into three different phases. Main street bridge to the stage area, $25,000 modification to the stage area to make it a pedestrian plaza, the trail would proceed across a separate pedestrian bridge over Jacks Defeat Creek going to the East following the railroad corridor until it intersects with the new Highway 46. Another pedestrian bridge will take people back across Jacks Defeat Creek ending at the sidewalk on 46 across from the fire station. The grant requires an 80-20 match, with the town being responsible for 20 percent of the cost. The total estimated cost is $688,804.00; he outlined ways the town could come up with the matching funds. Examples were the land, using our workers for in kind services and the $40,000.00 from the Main Street Build Indiana money. The Council spoke in support of the project. Mike Cornman moved to approve the Indiana Department of Transportationís Transportation Enhancement application for the Ellettsville Heritage Trail. David seconded, motion carried.

The question was asked if this would raise taxes. David Sorokoty answered at the point in time there will be no taxes raised for this project.

Minutes and Claims

Michael Cornman made a motion to pass minutes and claims, David Sorokoty seconded, motion passed.

Supervisors

Sandra Hash announced the appointment of Lynn Weiss as Assistant Clerk.

Geraldine McIntyre announced the next Council meeting would be December 27, 2000 due to the Christmas Holidays. She also requested a meeting with the Supervisors to discuss applying for Build Indiana Funds. The meeting would be between the Supervisors and two Council members.

Jerry Pittsford made a motion to adjourn. David Drake seconded the motion. Motion passed. Meeting adjourned at 8:34 PM.
