The Ellettsville, Indiana, Town Council met in regular session at 7:30 PM, Tuesday, October 10, 2000. Members present were Jerry Pittsford, Vice President; Michael Cornman, and David Sorokoty. Members not present were Geraldine McIntyre and David Drake. Jerry Pittsford called the meeting to order. Don Mullendore gave the prayer and Dave Sorokoty led the Pledge of Allegiance.
Darlyne Sowder, Co-Chairperson of Citizens for State Road 46 Improvement Committee, announced their next meeting is scheduled for Tuesday, October 19 at 7:00 PM at the ECDC.
STREET REVIVAL COMMITTEE: Ronnie Asher, Joe Duvall, and Don Mullendore
Don Mullendore discussed the theme of the street revival and indicated that it is non-denominational. They would like to stat at 6:00 Pm and be finished by 8:00 or 8:15 PM. They requested use of the town parking lot across the street from Town Hall each evening on October 22 through October 25 and it would require the parking lot to be cleared. There was some discussion regarding barricades on the entrances to the lot and the effect on street parking and the businesses in the area.
The council requested an insurance binder be delivered by the revival group to the Clerk-Treasurer and consultation with the Street Commissioner and Town Marshal regarding the event. Mike Spencer suggested the council discuss this with our insurance company and see what they recommend for insurance.
Mike Cornman made a motion to grant the street revival committee the use of the limestone stage and a portion of the parking lot On October 22 – Oct 25 on the condition they provide proof of liability insurance and meet the requirements of the Street Commissioner and our public safety officials. David Sorokoty seconded the motion. Motion passed.
PROCLAMATION DECLARING OCTOBER AS MONTH OF THE YOUNG ADOLESCENT
Jerry Pittsford read the proclamation and discussed the reason for the proclamation. Mr. Sparks, Principal of Edgewood Junior High, commented that he was very impressed with the community and it’s caring nature. He thanked the council for their consideration of this proclamation. Jerry Pittsford outlined some of the youth activities through the schools. Mr. Sparks further discussed the school activities.
David Sorokoty made a motion to adopt the proclamation. Mike Cornman seconded the motion. Motion passed.
RESOLUTION 15-00 TRANSFER OF FUNDS
Mike Cornman read Resolution 15-00 as follows:

There was some discussion regarding abolishing the Park Board. Mike Cornman made a motion to approve Resolution 15-00. David Sorokoty seconded the motion. Motion passed.
RESOLUTION 16-00 CREATE THE POSITION OF DEPUTY HEALTH OFFICER
David Sorokoty read Resolution 16-00 as follows:
WHEREAS, the Town Council of the Town of Ellettsville desires to create the position of Deputy Health Officer to assist the Town Health Officer in carrying out the duties outlined in Title 3 of the Ellettsville Town Code:
THEREFORE, be it resolved by the Town Council of the Town of Ellettsville:
Section 1. The position of Deputy Health Officer is hereby created.
Section 2. No funds shall be appropriated for salary for the position of Deputy Health Officer.
Section 3. The Deputy Health Officer is authorized to enforce the provisions of Title 3 of the Ellettsville Town Code with the consent of the Town Health Officer.
Section 4. The Deputy Health Officer shall be appointed annually by the Ellettsville Town Council.
Section 5. The Deputy Health Officer shall serve at the pleasure of the Town Health Officer and the Ellettsville Town Council.

David Sorokoty discussed the need for the position and requested photo ID’s and/or badges for the Health Officer and Deputy Health Officer. There was some discussion regarding the photo identifications and the council indicated they would like to see some examples for their approval. Mike Cornman made a motion to approve Resolution 16-00. Jerry Pittsford seconded the motion. Motion passed.
Mike Cornman made a motion that Patrick Stoffers be appointed Deputy Health Officer. David Sorokoty seconded the motion. Motion passed.
APPROVAL FOR WATER MAIN CONSTRUCTION ON VINE AND SALE STREETS
Rick Coppock discussed Build Indiana funds that are to be used to improve water flow in the downtown area. The intent is to install a 12-inch main to loop through the downtown area and connect to the State Road 46 water improvements. In the future they expect to install 12-inch main from Cook’s driveway and down Matthews Drive and connect to the new loop line through the downtown area and the water tank on McNeely Street. They expect to start on Vine Street in 3 or 4 weeks. Any left over grant money will be used for beautification of Sale Street. David Sorokoty made a motion to approve water main construction on Vine and Sale Streets. Mike Cornman seconded the motion. Motion passed. Mike Farmer said he would notify residents and businesses about the construction and though it would be in the paper tomorrow.
UTILITY EASEMENT – McNEELY STREET
Rick Coppock discussed the McNeely Street Bridge project and the space needs for all the utility work to be done by Indiana Gas as well as our Utility Department. .
Mike Cornman made a motion to agree to the utility easement as described by Rick Coppock. David Sorokoty seconded the motion. Motion passed.
SET HOURS FOR COMMUNITY TRICK OR TREAT
There was some discussion on when and what time to set the hours. David Sorokoty made a motion to set the trick or treat hours on October 31st from 6:00 to 9:00 PM. Mike Cornman seconded the motion. Motion passed.
MINUTES AND CLAIMS
David Sorokoty made a motion to approve the minutes and claims. Mike Cornman seconded the motion. Motion passed.
The council presented thank you cards to the supervisors and their departments for the work they did during and after the recent storm.
Ron McGlocklin presented a request to the council on behalf of Deputy Marshal Steve Bartlett for the town to pay his portion of insurance premiums for 6 months pursuant to ETC 255-45. He noted that Officer Bartlett will have to have surgery and will be off another 6 to 8 months. There was further discussion on this. David Sorokoty made a motion to approve Steve Bartlett’s monthly insurance expense request for 6 months. Mike Cornman seconded the motion. Motion passed.
Ron McGlocklin reminded the council that he and Chief Deputy Marshal Jay Humphrey would be attending training on October 29th. Mike Cornman asked about abandoned cars. Ron McGlocklin stated they have addressed 24 complaints since January 1st of this year.
Jeff Farmer discussed the storm, recent rainfall, and flows to the WWTF. He said there was a couple sanitary sewer overflows. He estimated the overflows at 50,000 to 100,000 gallons. These were the first since February 9, 1999. These were minimal compared to the flows into the plant. They believe there are some sump pumps connected to the system that should be connected to the storm water system. Mike Farmer said they would be aggressively addressing these connections. There was regarding inflow and infiltration.

Sandra C. Hash
Sandra C. Hash told the council she had her meeting with the State Board of Tax Commissioners on the 2001 budget and that Ellettsville’s assessed valuation increased $ 1,134,750.00 over the prior year. The new valuation is $ 27,325,260.00. She noted that Senator Vi Simpson has given the town the go ahead to spent the Government Center money and forwarded applications for the Build Indiana Fund to the town. The Chamber sent a copy letter to the town endorsing burying the utility lines along the one-way pair.
Jerry Pittsford announced there would be a council work session on October 11th at 6:30 PM at Town Hall
