The Ellettsville Parks Board met in a regular meeting on Monday, April 4, 2016, at the Ellettsville Fire Department Training and Conference Room, 5080 West State Road 46, Bloomington, Indiana.  Jimmie Durnil called the meeting to order at 5:30 p.m. and led the Pledge of Allegiance.

Members in Attendance

Jimmie Durnil, President; Holly Nethery, Vice President; Claudetta Kelly, Secretary; Amy Slabaugh and Carol Hoobyar were present.   


Approval of Minutes

Jimmie Durnil entertained a motion to approve the minutes.  Holly Nethery made a motion to approve the minutes.  Amy Slabaugh seconded.  Motion carried.


Accounts Payable

Claudetta Kelly doesn’t think there has been much change since the last report.   Ms. Slabaugh doesn’t understand the report and asked the balances of the Heritage Trail (“Trail”) and the Parks Board funds.  Mr. Durnil answered there is approximately $10,000 in the budget that can be used for the Trail and $2,500 in the Parks budget.  Actually, there is a balance of $35,000 that hasn’t been appropriated.  Ms. Nethery asked if that means that have to go to Town Council to spend the funds.  Mr. Durnil said that is correct.  Ms. Nethery asked if the balances are after money has been spent for the Bobcat and the wall at Campbell’s Park.  Mr. Durnil replied the wall will come out of the Materials Fund.  Ms. Nethery asked how much they will spend on the wall.  Mr. Durnil answered $2,877 and explained the repairs to be carried out on the wall.   


Old Business

Holly Nethery explained Hoosier Energy will donate $1,500 for solar lights on the Trail but she has had difficulty getting answers from Mike Farmer.  Mr. Durnil will be in a meeting with Mr. Farmer on April 5, 2016, and will ask him about the lights.  Mr. Durnil told Ms. Nethery she can start looking for lights.  Ms. Nethery asked who Hoosier Energy needs to make the check payable to.  Mr. Durnil answered the Parks Board or perhaps Hoosier Energy can write a check directly to whomever they purchase the lights from.  Ms. Nethery will ask Hoosier Energy how they prefer to make the payment.


New Business

Jeana Kapczynski, Ellettsville Main Street, presented posters as samples of the proposed signage for the Trail.  The Trail is about educating people on the Town’s limestone heritage.  The informational signs will be the same as those on the B-Line Trail in Bloomington.  Main Street will pay for the signs and Mike Farmer has agreed to set the limestone pads.  She is requesting permission to put three informational signs on the Trail.  Mr. Durnil asked if Hoosier Energy could be listed on the sign as a contributor.  Ms. Kapczynski answered the donors on the signs have given donations to Main Street but they can list them as a donor.   The sculpture is being kept at Bybee Stone and will be put on the Trail after the lights are installed. 


Jimmie Durnil entertained a motion to allow Main Street to continue with the information and donor signs for the Heritage Trail and the “Puppy Love” sculpture.  Ms. Nethery so moved.  Carol Hoobyar seconded.  Motion carried. 


Jeana Kapczynski mentioned Brenda Wampler recently worked on the Trail with work crews and about everything has been done.  Mr. Durnil advised the Boy Scouts will have benches on the Trail for the open house on June 18, 2016.   Ms. Nethery added it will be tied-in with the Boys and Girls Club ice cream social.  Ms. Kapczynski stated the festivities will start at 5:00 p.m. or 5:30 p.m. with the ribbon cutting at 6:30 p.m.  All activities will be downtown.  Ms. Slabaugh asked after the signs are done if they’ll be finished putting items on the Trail.  Ms. Kapczynski answered they will be finished. 


Parks Board Comments

Holly Nethery explained a few months ago she discussed a website for the Parks Board.  She talked to Denise Line at the Clerk-Treasurer’s about a web page.  Ms. Line told her to put something together and she will put it on the web page.  She will take some photographs and prepare something with all of their names, contact information and Parks Board meeting information for their review.


Holly Nethery announced the next meeting is on Wednesday, May 4, 2016, due to the Primary Election.


Amy Slabaugh asked if the Parks Board is doing anything with Town Hall.  Mr. Durnil answered it hasn’t been decided.  Ms. Kapczynski advised Main Street is not interested in the building.  Mr. Durnil remarked the Ellettsville Museum will be moving in to the old Town Hall.  It will be the Parks Board building. 


Jimmie Durnil thanked Ms. Hoobyar for her interest in the Parks Board.



Jimmie Durnil entertained a motion to adjourn the meeting.  Holly Nethery made a motion to adjourn.  Carol Hoobyar seconded.  Motion carried.  The meeting was adjourned at 6:15 p.m.
