The Ellettsville Parks Board met in a regular meeting on Monday, April 7, 2014, at the Ellettsville Fire Department Training and Conference Room, 5080 West State Road 46, Bloomington, Indiana. Richard Pease called the meeting to order at 5:35 p.m.


Pledge of Allegiance

Richard Pease led the Board in the Pledge of Allegiance.


Members in Attendance

Richard Pease, Geraldine McIntyre, Claudetta Kelly and Amy Slabaugh.Jimmie Durnil was absent.


Approval of Minutes

Richard Pease entertained a motion to approve the minutes of March 3, 2014.Geraldine McIntyre so moved.Amy Slabaugh seconded.Motion carried.


Review of Accounts Payable Expenditures

Geraldine McIntyre explained they have a balance of $20,061.03.They took in $186.92 on a shelter house rental.The electrical was $2,395.71.They didnít receive any money from the coke machine.


Old Business

Amy Slabaughís interpretation of the last meeting was they are to buy movable park benches to set at the Fall Festival for their use.Scott Oldham told her they cannot use the money for that because the Fall Festival is a private entity.If they want to put the benches in the park then thatís okay.The benches canít be stored with Fall Festival property.Ms. Kelly thought at one time Jim Ragle didnít want the benches.Ms. Slabaugh agreed that was correct because they donít want a bunch of things to have to move.The Street Department will have to put the benches together and figure out what to do with them.Ms. McIntyre asked if they were going to order two green and two brown benches. Ms. Slabaugh replied that was correct.Ms. McIntyre suggested putting two benches at the playground and two in the other part; just scatter them around.They can be used as they see fit.Ms. Slabaugh suggested two benches can set on the mulch so they wonít have to mow around them.Ms. McIntyre suggested putting two by the pee wee ball park.Ms. Slabaugh is uncertain if that is part of the park.Ms. McIntyre stated it is all part of the park.What about putting one at the library where they planted the tree?Ms. Slabaugh answered electric runs underground at the park.Ms. McIntyre suggested buying them for the park and decide where to place them later.Mr. Pease thought Mr. Ragle made a comment to Mr. Durnil about good locations for the benches.Ms. Kelly advised she was reminded by Sandra Hash that Mr. Ragle had wanted to replace some of the playground equipment that is getting in bad shape.Perhaps they could get two benches and replace some of the playground equipment.Mr. Pease noted playground equipment would have to be compliant with the Americanís with Disabilities Act (ďADAĒ).Ms. McIntyre mentioned Mr. Durnil once discussed disc golf.Ms. Slabaugh asked if there is a list of what theyíre in charge of.Ms. McIntyre suggested talking to Mr. Ragle because his guys take care of the parks.Ms. Kelly said they take care of Campbellís Park, Marci Jane Lewis Park and the park by the library.


Geraldine McIntyre suggested ordering two green benches to be placed by the playground and to assess the playground equipment for upgrades.Ms. Slabaugh noted if the benches go in the ground the height can be adjusted to 19Ē.Do they want to order painted or galvanized frames?After a discussion it was decided to order two green painted frames with arm rests.Ms. Slabaugh will email the ADA Coordinator.


Richard Pease entertained a motion to order two benches for the park.Claudette Kelly made a motion to order two benches for the park.Geraldine McIntyre seconded.Motion carried.


Claudetta Kelly advised Sandra Hash, Clerk-Treasurer, is not happy with the lights on the flags at each end of Town.The lights arenít reflecting on the flags.Cassady Electric has sent her a bill for part of the work which she has paid.She has asked Cassady Electric to try and figure out how to fix it and is withholding payment for the remainder of the bill.


New Business

Richard Pease advised Scott Oldham will be taking part of the Parkís Board money and they have to agree to it.Is this something they have to decide now?Ms. Kelly replied she doesnít know at this point or whether or not Mr. Oldham has approached Jimmie Durnil.He is thinking about using the money to apply to the Heritage Trail.She is a member of Main Street and theyíre putting in a grant for the Heritage Trail.Ms. Kelly is also a member of Main Street and it has been discussed that there were cutbacks in the funding.Ms. McIntyre continued.They donít know what it is going to cost to update the playground equipment.So, they donít need to give Scott Oldham any money out of their budget until they find out about the playground equipment.Theyíre putting money into the parks where it should be.Theyíre buying two benches for mothers to sit with their children.They need to look at the grills in the shelter houses.She thinks the playground equipment was put up 16 to 17 years ago.Ms. Slabaugh suggested putting a couple of benches or trash cans along the trail to support it.They could say once the trail is built the Parkís Board would be glad to give them money for what they may need.Mr. Pease asked if there is money to maintain the trail after it is built.Ms. Kelly hasnít heard it addressed.Ms. Kelly added she received a notice from Jeana Kapczynski that one of the topics at the next Main Street meeting is the funding that has been cut on the trail.Ms. Slabaugh wants the Town to give them an amount they want from the Parkís Board.She doesnít see them giving any money back to the Town.Mr. Pease noted at this time they donít know what Jimmie Durnil has discussed with the Town.He suggested postponing it until the next meeting when Mr. Durnil can be present.After a discussion, it was decided at this time, their answer about funds for the Heritage Trail will be is it is on hold until they get more information.Mr. Pease asked if the Town has taken money from their budget in the past.Ms. McIntyre replied yes, it was spent for gravel and materials but canít say whether or not they used it for the parks.


Geraldine McIntyre made a motion to continue to go with the budget as is until they talk with Jimmie Durnil and find out who he has talked to.Amy Slabaugh seconded.Motion carried.


Claudetta Kelly comes from an Indiana University background and when money is designated for something and is not being used, they decide it is not needed and give it to something else.Once the money is taken it never comes back.There was more discussion on budgeted expenditures.


Richard Pease entertained a motion to adjourn.Geraldine McIntyre made a motion to adjourn.Richard Pease seconded.Motion carried.The meeting was adjourned at 5:50 p.m.


After the adjournment, Ms. Slabaugh asked if she orders the benches who does she charge it to and where does it send it.Ms. Kelly told her to check with Sandra Hash, Clerk-Treasurer.
