The Ellettsville Parks Board met in a regular meeting on Monday, February 6, 2017, at the Ellettsville Fire Department Training and Conference Room, 5080 West State Road 46, Bloomington, Indiana.  Jimmie Durnil called the meeting to order at 5:30 p.m. and led the Pledge of Allegiance.


Members in Attendance

Present were Jimmie Durnil, President; Holly Nethery, Vice President; Claudetta Kelly, Secretary; and Carol Hoobyar.  Amy Slabaugh was absent.


Approval of Minutes

Jimmie Durnil entertained a motion to approve the minutes as written.  Holly Nethery made a motion to approve the minutes.  Carol Hoobyar seconded.  Motion carried.


Accounts Payable

Jimmie Durnil explained the Clerk-Treasurer advised the Park Board spent $25,695 in 2016. 


Old Business

Jimmie Durnil advised one-third of the motion lights have been installed on the upper shelter house at Campbell’s Park. 


Holly Nethery asked the status on changing the Park Hours.  Mr. Durnil answered Town Council will vote on the proposed Park hours at its February 13, 2017, meeting.  The Street Department will make the appropriate signs.  He would like to see a light put on the electric pole by the parking lot and will talk to Duke Energy about it.


Carol Hoobyar asked the status of old Town Hall.  Mr. Durnil replied they have estimates for flooring and wainscoting around the side.  He hopes to have it completed by April.


New Business

Holly Nethery received a message through Facebook from a graduate student at Indiana University asking if someone from the Parks Board could speak to her class.  Ms. Nethery wrote back and told her she and Mr. Durnil could do this on February 15, 2017, but has not received a reply.  


Privilege of the Floor

Denise Line, Clerk-Treasurer’s and Planning Departments, presented photos and maps for land owned by the Town of Ellettsville at E. Tecumseh Drive and S. Deer Run.  She requested it be designated a pocket park and named “Tecumseh Pocket Park”.  The property is 2.05 acres with Turtleback Creek running parallel to the property.  Limestone picnic table, benches, signage and perhaps a sculpture are planned to be added.  The lower half remains damp because of drainage from adjoining neighborhoods so it will be designated a wetland with the appropriate plants to promote bee apiaries and a bird habitat.  The Street Department maintains the property.  Ms. Hoobyar asked if neighbors will have a say in the park.  Ms. Line answered a public hearing isn’t required.  At the next Town Council meeting, Mr. Durnil will do a presentation on the pocket park.  Ms. Hoobyar is concerned with additional traffic going through the area.  Ms. Line said they don’t anticipate any additional traffic other than that created by ball games. 


Jimmie Durnil entertained a motion to designate the property “Tecumseh Pocket Park”.  Carol Hoobyar so moved.  Holly Nethery seconded.  Motion carried.


Park Board Comments

Jimmie Durnil asked if Ms. Line knew the status of the Kenny Williams’ property.  Ms. Line replied she has heard it will be a parking lot for the trail. 


Jimmie Durnil mentioned repairs to the Marci Jane Lewis shelter could not be completed before the Monroe County Fall Festival last year so they’re getting done now.  It will cost approximately $500.



Jimmie Durnil entertained a motion to adjourn the meeting.  Holly Nethery made a motion to adjourn.  Carol Hoobyar seconded.  Motion carried.  The meeting was adjourned at 5:50 p.m.
