The Ellettsville Parks Board met in a regular meeting on Tuesday, January 3, 2017, at the Ellettsville Fire Department Training and Conference Room, 5080 West State Road 46, Bloomington, Indiana.  Jimmie Durnil called the meeting to order at 5:30 p.m. and led the Pledge of Allegiance.


Members in Attendance

Present were Jimmie Durnil, President; Holly Nethery, Vice President; Claudetta Kelly, Secretary; Amy Slabaugh and Carol Hoobyar.


Approval of Minutes

Jimmie Durnil entertained a motion to approve the minutes as written.  Holly Nethery made a motion to approve the minutes.  Carol Hoobyar seconded.  Motion carried.


Accounts Payable

Jimmie Durnil explained it cost approximately $500 to process the land Kenny Williams is donating to the Town.  They have one more light to install on the upper shelter house at Campbell’s Park. 


Election of Officers

Jimmie Durnil advised the current slate of officers is as follows:  Jimmie Durnil, President; Holly Nethery, Vice President; and Claudetta Kelly, Secretary.  Carol Hoobyar made a motion to leave the officers the same.  Holly Nethery seconded.  Motion carried.


New Business

Kevin Tolloty, Planning Director, discussed a crosswalk proposed by Main Street to be placed on the west side of Park Street going across to east bound State Road 46.  It will connect the Heritage and Karst Trails.  It may cost roughly $25,000 to install the crosswalk with a 90-10 match through the Metropolitan Planning Organization (“MPO”).  The Park Board would be responsible for approximately $2,500 to $4,000 depending on the engineering cost.  The deadline is January 13, 2017.  The crosswalk will consist of solar powered flashing lights that cost approximately $8,000 each.  The Indiana Department of Transportation will maintain the lights if the Town purchases and installs them.  Curb ramps have to be installed which will cost approximately $7,000.  Ms. Slabaugh asked if it is a want or need.  Mr. Tolloty answered it is not needed but would be nice.  It is not something that has to be done this year because it is uncertain when the Karst Trail will be finished making it difficult to determine where the trails will connect.  Mr. Durnil thinks it would help during the Monroe County Fall Festival.  Ms. Hoobyar asked if the speed limit would change.  Mr. Durnil answered no.  Ms. Nethery suggested putting the crosswalk by the other Heritage Trail entrance on west bound State Road 46.  After a discussion it was decided to table this until the Karst Trail connection to the Heritage Trail becomes a reality.


Park Board Comments

Holly Nethery asked the status of old Town Hall.  Mr. Durnil answered Mike Farmer has assured him it will be refurbished this winter.  Ms. Slabaugh asked if there are any plans to extend the Heritage Trail.  Mr. Durnil replied there have been discussions to extend it to the new senior citizens property and new Town Hall.  Ms. Nether asked the status of the Peterson property.  Mr. Durnil replied Main Street is responsible for it.  They’ll probably put in a couple of benches, parking places and a garage on it. 



Jimmie Durnil entertained a motion to adjourn the meeting.  Holly Nethery made a motion to adjourn.  Carol Hoobyar seconded.  Motion carried.  The meeting was adjourned at 5:50 p.m.
