Park Board
The Town of Ellettsville Parks & Recreation Board holds its meetings on the first Monday of each month.
All meetings are open to the public and are held at the Ellettsville Town Hall located at 1150 W. Guy McCown Street. Meetings begin at 5:30 p.m. Anyone who wishes to address the Park Board needs to be placed on the agenda by contacting the Jimmie Durnil at 812-876-2270 at least one week prior to the meeting.
The Park Board is made up of five at-large members. Four are appointed by the Town Council and one is appointed by the Richland-Bean Blossom Community School Corporation. The purpose of the Park Board is to ensure that the recreation and leisure needs of the community are being met. This is accomplished by setting policies, overseeing park and recreation programs, as well as acquiring and developing new recreation sites and facilities.

Administration
Fire Chief Kevin Patton
Kevin held the position of Deputy Fire Chief from September 23, 2013, until his promotion to Fire Chief on May 27, 2022. Kevin joined the Ellettsville Fire Department as a volunteer in May of 1988 and was then hired in February of 1996. Kevin has held several positions in the department including Secretary, Treasurer, Sergeant, Lieutenant and Captain.
Deputy Chief Chris Clouse
Chris began his career in 1995 as a volunteer firefighter in Gosport Indiana. He was hired in 1997 as a part time firefighter and EMT at Ellettsville Fire Department. He then became full time in 1999. Chris has held several positions including Secretary, Lieutenant, and Assistant Chief. Deputy Chief Clouse is supported by his wife and best friend of 21 years Margie Pfaff Clouse. He has two children, Sierra, a Pediatric Nurse at IU Health and Rylan, a Firefighter at EFD.

Americans with Disabilities and Title VI
The Americans with Disabilities Act (ADA) is federal legislation passed in 1990 that prohibits discrimination against people with disabilities.
The law made it illegal to discriminate against a disabled person in terms of employment opportunities, access to transportation, public accommodations, communications, and government activities. The law prohibits private employers, state and local governments, employment agencies, and labor unions from discriminating against the disabled. Employers are required to make reasonable accommodations in order for a disabled person to perform their job function.

36.015 Equal Employment Opportunity
(A) The town is an equal opportunity employer. It is the town’s policy to treat all employees and applicants for employment equally according to their individual qualifications, abilities, experience and other employment standards. The town does not discriminate on the basis of age, color, disability, ethnicity, gender, national origin, race, religion, veteran status or any other legally protected classification. This policy of non-discrimination applies to all terms and conditions of employment, including but not limited to recruiting, hiring, promotion, training, compensation and discharge. It is the town’s policy to comply with all applicable Federal, state and local laws governing employment. (B) Any employee with questions or concerns about any type of discrimination in the workplace shall bring these issues to the attention of their supervisor. 36.018 Americans with Disabilities Act (ADA)
(A) It is the intent and policy of the town that qualified individuals with disabilities participate in and receive the benefit of the services, programs or activities of the town. It is the policy of the town not to discriminate against a qualified individual with a disability in: job application procedures, the hiring, advancement or discharge of employees, employee compensation, job training and other terms or conditions and privileges of employment. It is the intent of the town to comply with all applicable requirements of the Americans with Disabilities Act (ADA).
This will be amended upon review of the personnel policy to include the following:
The Americans with Disabilities Act (ADA) gives civil rights protections to individuals with disabilities that are like those provided to individuals on the basis of race, sex, national origin, and religion. It guarantees equal opportunity for individuals with disabilities in employment, public accommodations, transportation, State and local government services, and telecommunications.
(B) The town will reasonably accommodate persons with a disability on a case-by-case basis, which may include making facilities readily accessible to individuals with a disability, restructuring jobs, modifying work schedules, modifying equipment or similar accommodations. Due to the nature of the work, however, the town may be unable to make such accommodations. Employees who wish to request an accommodation are advised to contact their supervisor to obtain ADA forms for processing. Any employee who believes he or she has received treatment inconsistent with this policy or with any requirement of the ADA may file a complaint within 180 days of the date of the alleged discriminatory act or practice with the Town Council or the Equal Employment Opportunity Commission.

Crime Prevention
The Town of Ellettsville Police Department is conscious and aware of the need for its' citizens to be wary and cautious of criminal activity.
It is our desire to provide some helpful suggestions from time to time to help you to be better aware of threats to your safety and to help guide you to plan accordingly to deal with these situations. Please check back in the near future as we will be adding updates and more information.
Street Department
The Ellettsville Street Department is responsible for the Maintenance of all streets and stormwater that is within the corporate limits of the town.
Our goal is to keep our streets and stormwater infrastructure clean and maintained for the safe travel of all town residents and visitors. We strive to provide a safe and clean work environment for all employees.
The primary operating functions:
- Street Maintenance (Patching, Paving, Potholes, Resurfacing)
- Street Sign Maintenance
- Street Light Maintenance
- Snow Removal
- Tree Trimming/Removal in Right of Ways
- Brush Removal
- Leaf Removal
- Parks and Rec. Maintenance
- Mowing Grass on Town Properties/Right of Ways
To assist residents and encourage good property maintenance, the Town of Ellettsville will offer brush removal services to residents within the corporate limits of the Town each year from spring to early fall. These services are intended to help residents in disposing of small amounts of branches or severe weather damage. Residents should have brush ready for pickup on the scheduled dates. This monthly service will be provided during the first full week of each month from April till November or as determined by the Street Commissioner or designee.
The Town will provide leaf pickup from October through December or until weather conditions prohibit this service. Bagged leaves will be picked up in the spring. Residents should rake leaves into piles between the sidewalk and the curb, and not in the street. Leaf piles should not be contaminated with grass clippings, litter, garbage or other non-organic materials, including pet waste.

Code Enforcement
Zoning administration involves the review and enforcement of town ordinances.
Enforcement activities are conducted year-round on a complaint driven basis. Additionally, violations are actively enforced through routine inspections from April through October when tall grass complaints are most prevalent. The Department of Planning & Development is responsible for enforcement of violations under the following sections of Town Code:

Storm Water
The Ellettsville Public Works Department maintains all functions of the Storm Water Utility.

Gun Permits
Applications for gun permits must be completed online by visiting the Indiana State Police Website. Please follow the instructions provided with the application process.
Applicants who live in, or own a business in, the Ellettsville town limits will be processed at the Ellettsville Police Department. Applicants living outside of the town limits but in Monroe County will need to apply at the Monroe County Sheriff's Office located at 301 N. College Ave., Bloomington, Indiana.
After you have completed the online application, you will go to the police department to complete the required forms and pay the application fee.

Gun Permit Application Fees (All Fees Due Must be Paid with Cash, Check, or Money Order unless otherwise Noted.)
- 4-year permit: $10.00
- Lifetime Gun Permit Application (WITH current gun permit): $40.00
- Lifetime Gun Permit Application (with NO current gun permit): $50.00
NOTE: If you live outside of the Ellettsville town limits, you will need contact your local police department if you reside in a city or town or your county's sheriff's office if you do not live inside the boundaries of a city or town.
Utilities
Individuals wanting to sign up for new services, start-up existing water service or pay their bill can stop by the office during regular office hours. Also, individuals wanting new services can call ahead to request an on-site evaluation and estimate for installation charges.
The Town of Ellettsville Utilities is a municipally owned water & wastewater utility. It is managed by Bynum Fanyo Utilities, a private utilities management firm.
The water utility consists of 90 miles of water main and two storage tanks with combined storage capacity of 1M gallons. The water utility center currently serves approximately 5,200 customers and has daily average flows of .9 MGD (Million Gallons per Day).
The sanitary sewer system consists of the Ellettsville Wastewater Treatment Plant, which also services Eastern Richland Sewer Corporation, and includes approximately 22 miles of sewer mains in the collection system. The sewer utility serves approximately 4,400 customers and has daily treated flows of 1.1 MGD.

Wastewater Treatment
The Wastewater Treatment Plant is located northwest of town on Red Hill Road. Built in 1997 with a design capacity of 2.3 MGD, it utilizes state-of-the-art technology, including ultra-violet disinfection, to ensure the highest quality effluent.

Utility Service Building
The Utility Service building is located at 6150 N. Matthews Drive. Personnel and equipment are dispatched from this location. Utility crews consist of 1 plant operator and 7 operations-maintenance personnel. The Utility Company is proud of their modern fleet of equipment, including a new combo jet-rudder for cleaning and maintaining sanitary sewers and a mobile camera that inspects the interior of the sewer mains. The Utility Companies newest device, the R900 Belt Clip Transceiver, gives them the ability to view the last 3 months of a customer’s water showing daily consumption to help pinpoint when a water problem may have occurred.
Investigations
The Officers of the Ellettsville Police Department take crime very seriously.
We make every effort to investigate criminal matters and bring them to a satisfactory close. We have 2 Officers who have completed Detective training. They work diligently to solve criminal matters. Check back soon to see the updates we plan to make to our website.
Floodplain Management
Jack’s Defeat Creek and its tributaries periodically overflow their banks causing damage to those properties in and near the floodplain.
In recent years, these floods have increased in frequency, in part due to increased runoff from new development, and also from the accumulation of sediment washed through storm sewers into waterways. The Town’s stormwater utility is managed by the Ellettsville Public Works Department and is responsible for maintenance to the Town’s stormwater infrastructure.
The Department of Planning is responsible for ensuring that any development that occurs within a floodplain is done in accordance with floodplain regulations. Any development that occurs within a floodplain requires a floodplain development permit. Types of activities that are considered development are:
- New construction
- Additions
- Remodels
- Accessory structures
- Grading
- Paving
- Right-of-way improvements
Additionally, any development that occurs within the regulatory floodway also requires a Construction in a Floodway permit from the Department of Natural Resources.

Historic Downtown Ellettsville
Downtown Ellettsville was once the center of economic activity and many original buildings remain, many of which are on the National Register of Historic Places.
Today, Downtown is experiencing a renaissance with new businesses moving in, a newly created History Center in Old Town Hall, and events such as Food Truck Wednesdays and Santa on Sale bringing new visitors.
Ellettsville Main Street is a non-profit organization dedicated to promoting and encouraging the downtown area.

Patrol
The Patrol Division of the Ellettsville Police Department is fully equipped with various types of patrol vehicles, including Dodge Chargers, Ford Utility Interceptors and 4WD SUV's.
These vehicles are fully equipped and ready to serve our community.

Town Council
Ellettsville was founded in 1837 and officially incorporated on September 16, 1866.
Today, the Town government consists of the Town Council, Clerk-Treasurer, as well as the Street, Utilities, Planning, Police and Fire Departments. The five member Town Council and Clerk-Treasurer oversee the administrative and financial functions of the Town Government.
Ellettsville officials strive to work closely with other elected officials and area organizations that have a stake in the well-being of the community, including the Ellettsville Chamber of Commerce, Ellettsville Main Street, Monroe County Government, Monroe County Solid Waste District, City of Bloomington, Bloomington Economic Development Corporation and the Town of Ellettsville.
