The Town was founded in 1837 and later incorporated in 1866. It gets its name from the first merchant to get established, Edward Ellett.  Situated only 7 miles from Bloomington, the seat for Monroe County, Ellettsville is an incorporated town with a population of 6,378 residents. It is close to Indiana University, Ivy Tech State College, and Lake Monroe, the largest lake in Indiana. What Ellettsville is best known for is its hometown atmosphere, where friends are always friends and neighbors are always willing to help neighbors. It is home to the Monroe County Fall Festival, a homecoming of sorts for anyone who has had the privilege of calling Ellettsville home.

Town Council

Ellettsville was founded in 1837 and officially incorporated on Sepember 16, 1866. Today, the Town government consists of the Town Council, Clerk-Treasurer, as well as the Street, Utilities, Planning, Police and Fire Departments. The five member Town Council and Clerk-Treasurer oversee the administrative and financial functions of the Town Government.

Ellettsville officials stive to work closely with other elected officials and area organizations that have a stake in the well-being of the community, including the Ellettsville Chamber of Commerce, Ellettsville Main Street, Monroe County Government, Monroe County Solid Waste District, City of Bloomington, Bloomington Economic Development Corporation and the Town of Ellettsville.

Clerk Treasurer

Powers and Duties of a Clerk-Treasurer (Ind. Code 36-5-6-6):

 The Clerk-Treasurer shall do the following: 

  1. Receive and care for all town money and pay the money out only on order of the town legislative body.
  2. Keep accounts showing when and from what sources the clerk-treasurer has received town money and when and to whom the clerk-treasurer has paid out town money.
  3. Prescribe payroll and account forms for all town offices.
  4. Prescribe the manner in which creditors, officers, and employees shall be paid.
  5. Manage the finances and accounts of the town and make investments of town money.
  6. Prepare for the legislative body the budget estimates of miscellaneous revenue, financial statements, and the proposed tax rate.
  7. Maintain custody of the town seal and the records of the legislative body.
  8. Issue all licenses authorized by statute and collect the fees fixed by ordinance.
  9. Serve as clerk of the legislative body by attending its meetings and recording its proceedings.
  10. Administer oaths, take depositions, and take acknowledgment of instruments that are required by statute to be acknowledged, without charging a fee.
  11. Serve as clerk of the town court under IC 33-35-3-2, if the judge of the court does not serve as clerk of the court or appoint a clerk of the court under IC 33-35-3-1.
  12. Perform all other duties prescribed by statute:
  • A clerk-treasurer is not liable, in an individual capacity, for any act or omission occurring in connection with the performance of the requirements set forth in subsection
  • Unless the act or omission constitutes gross negligence or an intentional disregard of the requirements

Town Manager

The Town Manager is responsible for the day-to-day management of the Town including those activities directed by the Town Council.

As provided for under state statute, the Town Manager is responsible for the following:

  • Attends all Town Council meetings and recommends actions to the Council
  • Hires employees according to fixed standards and salary schedules
  • Manages employees as necessary for the welfare of the Town
  • Delegates authority when applicable to appropriate staff members
  • Administers all ordinances, orders, and resolutions adopted by the Town Council 
  • Ensures that all statutes required to be administered by the Town Council or other Town officials are faithfully administered
  • Provides budget estimates for projects and assists the Clerk-Treasurer with preparation of the annual budget
  • Executes contracts on behalf of the Town after completing any steps required by statute

In addition to these duties, the Town Manager also coordinates Town Council agendas, serves on the Plan Commission, responds to citizen requests for service or information, and acts as a liaison with other federal, state, & local governmental agencies.

Planning Department

The Department of Planning is responsible for coordinating all aspects of planning and development throughout Ellettsville. 

Activities can be broadly categorized into long range planning and day-to-day activities.

Long range planning involves the creation of various planning documents such as comprehensive plans, park plans and neighborhood scale plans. Long range planning also includes large scale updates to zoning and subdivision regulations and land use analyses. The Ellettsville Plan Commission is the primary board to hear cases involving long range planning.

Day-to-day planning activities center around a number of areas, including permit reviews, addressing, code enforcement, and providing general guidance to the public. This is the aspect of planning that consumes a majority of our department’s time and resources, but is vital as these activities support the long-range goals of the Town. The Board of Zoning Appeals is the board that hears cases regarding day-to-day planning concerns.

In addition to general planning matters, The Department of Planning also serves as the ADA & Title VI enforcement office for Ellettsville, as well as the floodplain management and mapping center for Ellettsville. Our department also provides support for economic development activities.

Police Department

Mission Statement:

The mission of the Ellettsville Police Department is to protect the citizens of Ellettsville from the criminal element within the town limits along with providing a safe traffic flow environment. Our goals are to shield residents from any threat that compromises the safety of the town populace or the out of town law abiding society that travel daily on our streets and highways and frequent our business establishments. We will partner with federal, state, and local agencies to provide a safe environment in which citizens can live, raise and educate their families and to give them good reason to make Ellettsville their permanent residence. The department will utilize special patrols, effective investigations, intelligence gathering, and innovative application of current information technology to accomplish these goals. We will strive to set an example of professionalism and fairness while dealing with the general public

Department Information:

The staff is well equipped and well trained to handle the public safety needs of the Ellettsville community. With eleven full-time, five part-time officers, and a well established reserve unit, consisting of ten officers, they patrol the streets and protect the citizens day and night. The police department's administrative office is open from 9:00 AM to 12:00 PM and 1:00 PM to 5:00 PM Monday through Friday. Administrative Assistant Leah Fiegle is happy to assist the public with reports and gun permits.

Every full-time and part-time officer is Indiana Law Enforcement Academy state certified, while the reserve officers have all completed their mandatory 40-hour pre-basic course. The officers are active in the community in many ways, both on and off duty. The department's police vehicles are equipped with radios, radar, and video cameras to better assist the officers in traffic enforcement, criminal investigations, and also in the prosecution of criminal charges filed against violators.  The Officers of the Ellettsville Police Department are equipped with body-worn cameras and TASERs to assist them in serving the community and fulfilling the department goal of preserving the peace. 

The Police Department is always ready to serve and welcomes the challenges posed by a growing community.

Sports & Recreation

 My name is Rick Plunkett. I am the new part time Sports Director for the Town of Ellettsville. I was a three-sport athlete in high school (cross country, wrestling and track & field) and have participated in various sporting events and competitions throughout my adult life. I was a high school sports official (cross country, wrestling, volleyball and track & field) for several years. Additionally, I have coached numerous recreational youth sports teams (basketball, baseball and soccer) as well as travel teams in basketball and baseball. My desire is to promote sports and recreational activities for all ages in the Town of Ellettsville. Exercising and being active are beneficial for everyone. I welcome your input regarding your interests in general and any suggestions you might have for potential future activities or events for me to consider.                                                                                         ANNOUNCEMENTS 

Ellettsville Fall Festival 5K 

The Ellettsville Fall Festival 5K will be held on September 23 (Saturday). A 1-mile fun run will start at 8:00 AM with the 5K starting at 8:30 AM. For the 5K runners, there will be awards (male and female) for overall winner and variable age group awards (19 and under, 20 - 29, 30 - 39, 40 - 49, 50 - 59, 60 - 69 and 70 plus). For the 5K walkers, there will be awards (male and female) for overall winner and variable age group awards (29 and under, 30 - 69 and 70 plus). The route is a flat, out and back on the Karst Trail starting near the trail head at Route 46 and Hartstrait Roads. T-shirts with race logo for 5K participants are no longer available as the deadline of September 17 for shirt guarantee has passed. After the race, there will be drawings for several door prizes. Any proceeds leftover after costs are covered will be donated to the Monroe County Fall Festival Association. 

You can register for the race at www.runsignup.com. The cost for registration is $25.00 with t-shirt and $20.00 without t-shirt. Please keep in mind that t-shirts are only guaranteed to those who register by no later than September 17.    

Race packet pickup will be at the following places and times:

  • Friday (9/22/2023) - At the Ferrellgas parking lot on the west side of their building (across the street from the start/finish line) - 6:00 PM to 7:30 PM
  • Saturday (9/23/2023) - At the race site near the start/finish line - starting at 7:30 AM  

Parking will be available at the following locations:

  • At Ferrellgas at 701 E. Temperance Street across the street from the Karst Trail Head. Please note that you can park only on the west side of their office and cannot block entrance into their fenced in area.
  • At Ellettsville Dental Center on the south side of IN 46 at 5915 IN-46. 
  • At The Edwards Investments building on the south side of IN 46 at 5933 IN-46
  • At the Trinity Lutheran Church on the north side on IN 46 at 501 E. Temperance Street. 

Please do not park at Bobcat or Peoples State Bank. 

Pickleball Anyone?

I have purchased materials to be able to set up two outside temporary pickle ball courts. Currently, my goal is to establish these in the area across from Campbell's Park. As soon as the 5K race is completed, I intend to work on getting this project completed and will advise as it progresses.
